During the first half of the nineteenth century, administrative changes occured in many British instiutions, but the army remained basically unaffected. Only with the commencement of the Crimean War did changes in military administration take place, and these are generally believed to have been a direct result of correspondence from the front. The angry groundswell of public opinion, caused by despatches such as thpse from W. H. Russell of The Times, is seen to have demanded and achieved reform of an anachronistic and ramshackle system. In this book, Dr. Sweetman challenges this popular interpretation of events, showing that the most important changes happened before any actual fighting in the East. Certainly, revelatyions from the trenches were important, but only insofar as they provided the impetus for reform which had been necessary and sought before 1854. By putting the record straight concerning events in the crimea, and examining the political direction of military force in general, Dr. Sweetman has provided a valuable textbook for students of military history and strategic studies.
