The end of the Cold War led to major reductions in the military might of the former adversaries. Although the United States was reducing its 2.2 million active-duty force to about 1.4 million and a yearly defence budget of $300 billion to about $250 billion, the Clinton administration pledged that this force would remain "the best-equiped, trained, and prepared in the world".
