The final volume is essentially the New order established at the Admiralty after Jellicoe's dismissal, through the scuttling of the High Seas Fleet at Scapa Flow. The US Navy arrived in European waters and the raid on Zeebrugge in April 1918 was a striking morale raising exploit. In November Beatty received the surrender of the German High Seas Fleet under the armistice terms.
